Organising Committe, leaded by Hernando Zuluaga, has 16 delegations confirmed and the first nominal registration.
Spain had registred its team conformed by 23 people, leaded by omnium European Champion, Albert Torres.
Torres won Omnium in European Championships in Saint Quentin, Yvelines (France), beat Gael Suter (Switzerland) and Benjamin Thomas (France).
Spain team also has sprinters Tania Calvo and Helena Casas, leaders of Sprint in Tissot UCI World Cup, after two first stages in Glasgow and Apeldoorn.
The list of countries confirmed to the World Cup Cali is:

- New Zealand
Organising Committe expects 35 countries and more than 200 riders, with some olympic medalist.
Cali is the third stage in the route to Hong Kong UCI World Championship.
Alcides Nieto Patiño velodrome, in Cali, it will be scenary of third stage of Tissot UCI Track World Cup 2016-2017, after two first stages in Glasgow (Scotland) and Apeldoorn (Netherlands). This event gives points to riders and nations to classify to World Championship, will be held in Hong Kong, between april 2 and 6. The last stage of Tissot UCI World Cup will be in Los Angeles (USA) in february 25 and 26.
Cali stage will be the only with 15 finals. In the first day it will have four (Teams Sprint men and women, onmiun women and points race men). In the second day will have five (teams pursuit men, keirin men, scratch women, sprint women and omnium men). In the third day will have six finals (teams pursuit women, kilometer men, keirin women, points race women, sprint men and madison men).
